The Futures Group worked with a WA Shire Council to develop a Workforce Plan.


The process steps included the following:

The plan was linked to the Shire’s Strategic Community Plan, Corporate Business Plan, Annual Operating Plan and Long Term Financial Plan and work activities.

A current workforce analysis/audit was undertaken to match current workforce characteristics and capabilities, the external labour market and environmental factors against the organisational direction;

Future workforce specifications were considered for the types, numbers, and locations of workers required to implement the Shires strategic plans;

The gaps between future workforce needs and the current workforce profile skills and qualifications of future workforce resources were identified;

An action and implementation plan were developed to outline agreed strategies to close the gaps, guide implementation, together with a framework and measures for assessing progress to monitor, evaluate and revise the plan.

The completed Workforce Plan was presented and endorsed by a full Council Meeting.
